Background:
Third Echelon marks a return to more "classical" methods of espionage powered by the latest technology for the aggressive collection of information. In other words, it goes back to the grueling world of human spies operating out in the field, risking their lives for the sake of capturing a photograph, recording a conversation or copying a computer hard drive. Splinter Cell operatives are recruited from the U.S. Special Forces communities of the Navy, Army, Marine Corps and Air Force. They are then shaped into the "ultimate covert soldiers": specially-trained individuals capable of not only working alone in hostile environments, but of doing so without leaving a trace. Like a sliver of glass, a Splinter Cell is small, sharp, and nearly invisible. Thus, Third Echelon, a sub-agency of the NSA, consists of an elite team of strategists, hackers, and field operatives that work together as a team to respond to crises of information warfare with the highest degree of secrecy humanly possible.
As communications became more digital and sophisticated encryption became more expansive, passive collection simply was rendered inefficient. To address this, the NSA launched a top-secret initiative in 2003. Hoping to bridge the chasm between simply gathering actionable intelligence and acting on that intelligence, the NSA was directed by special Presidential charter to form Third Echelon, its own in-house covert operations unit created specifically to physically obtain intelligence in locations where all other means were exhausted.
Rank Description:
Director - Leader of the Third Echelon. Oversees all objectives and is the main figure in meetings. With this they make sure that all work that is done by the adviser meets the goals that are required.
Adviser - Advises the teams and gives them their objectives to complete in their certain field they work in. This can vary upon the trust that is given to this squad and the amount of work that they can occupy at a certain time. Co-Leader
Echo - The top tactical team in Echelon. They are the leading squad in take over operations. They specialize in taking out illegal money printers and labs producing drugs. They are also the first to report to battle type situations as well as hostage situations. Echo is only lead by the Director. They are his personal security team and go with the Director all meetings.
Alpha - Alpha is the second tactical team in Echelon. They are the Advisers squad. They protect the advisers in meetings that the director isn't apart of. The also follow the same guide lines as the Echo team when it comes to Illegal money producers.
Bravo - Bravo is the weapon specialist squad. They are the guns behind all operations. They are with the Echo team on the front lines of all fire fights and are trained to die on the battlefield in honor of the Echelon. They are lead by the Advisers and will follow most orders given to them unless the Director says otherwise.
Delta - Delta is the force that specializes in security. They are the ones that are going to be "staying at home" as they say. They will be in the headquarters most of the time making sure it is not overridden by mischievous trouble makers. They will be called
to join the front if requested by another team leader or an advisers tells them too.
Gulf - Gulf team is the team that specializes in the computer part of our operations. They are the brains of the squads as well as the scientists, inventors, etc. They work in our specially made labs and create new weaponry, medicines, and other important discoveries that can enhance Echelon. They are the builders of the operation.
