Summary:
I saw a large group of civilians gathered by BP, so I went to take a look, itext keept getting in my face, after about 5 warnings I tazed him and cuffed him, I tried to explain why I had cuffed him, but he would not stop being a smartass, so I decided to leave him sit for a while, after I uncuffed him, he then bounced off down the street towards the tunnel and a banchee, which you can see in the video, he then CDMed me and many others.

Evidence: I HAVE EVIDENCE OF IT SHOWING HIS NAME WHEN I UNCUFFED HIM! I WILL ADD IT IF NEEDED

Also, i was the Blue Lamborghini in the video, and when i drove past him when he was heading towards them he said, "Hahah watch this".

I didn't get his name clearly in the video, but you can clearly see that he is the only other unemployed person on the server,
and if you look at his kills you can see it goes from 7 to 8 in the second video.
