Title of Bug: Arrow brackets don't work in chat

Description: 
Arrow brackets ( < > ) don't work in the in-game chat, instead they get replaced by &lt and &gt

Evidence:
You type this

So, <> are used in the chatbox to denote markup, so they're escaped in chat, but they're not un-escaped after the parser completes.
This might not be possible to fix, but we'll have a look and see.
Patch written, awaiting Q/A.
Fixed and will deploy at 11am tomorrow.
