Title of Suggestion: Fix OOC >Sad

Description
Restore the OOC cooldown to as it was before the overhaul.
Before you could send two messages in short interval, now you can only send one each 20 seconds.

Why?
Why? Cause it's annoying af and was fine before...

The old cooldown length worked well, having a 20-second cooldown between each message is a bit too much.
