Nope, your brother is more than welcome to have an account here also, even on the same IP.
Just don't share your accounts between you, i.e. log on on each others, thats where problems can potentially start.

I just looked in the ban list and saw multiple people banne fr "double-accounts" how did they know it was the same person if they don't base it off of IP?

OK! I'm going to tell him that he can. He is studyng very hard for his career (First year) and he wants to relax in holidays with G-MOD, he loves it.
