Title of Bug: Manufacture Timer

Description: 
"added" in the new menu. Doesn't seem to work it just gives a blue box and it does start going down eventually but its still false.

For me it starts going down but it is way too soon.
Systems with low or shallow player-to-player interaction erode the social dynamics that keeps FL interesting.
