It isn't illegal at all as there is no functionality in place for people to exchange their ingame money for real money (and this is also against ToS which is enforced). As there were people talking about bringing old players back, I've tried to explain the reasons why l left. I hope this will help to gain some insight or possibly create some ideas on how to bring old players back.
Firstly, what bothered me the most was that it seemed like the staff didn't care at all about the community. I can't tell you how many times I've tried to reach staff over severall platforms but never received an answer. Unfortunately enough, I never had a feeling that they were there for me. Except for a few individuals. In my opinion, there's generally not really a connection between staff and players. Which could be a factor of the lack of roleplay recently. I believe staff should focus on promoting roleplay with mini-events and MASSIVELY support players who want to roleplay, both passive and aggressive. Connect with players outside of the group of friends around you, and actively assist new players in roleplaying. In addition, the lack of acknowledgements / achievements for fun or good roleplays was something I did not like as well. There were numerous times I saw or hosted roleplays that included a lot of people. Roleplays that myself and others really enjoyed. However, there was never anything that you could receive in return (RPP were practically extinct). Now I know that people say that you should roleplay for RPPs or other achievements, but I disagree with that statement. Something that'll partly help solve this problem is better connection between staff and players. There have been some great suggestions for achievements. Which should be added as well in my opinion. Furthermore, there were a lot of players that ruined the experience for everyone else. Both on the forums and ingame. These people were basically just minging around with no consequence whatsoever. The climate just became too toxic for me to enjoy the game. As well, some jobs could really use a rework, such as the mechanic, cook and gun dealer. There are some great suggestions on how to improve these jobs, which should be looked at. I really hope we will be able to turn the current situation around and go back to an enjoyable experience for all. ![]()

Casinos are a morality issue, not a legal issue. You are not gambling real currency directly. The sole purpose of money-packs is not to buy credits or currency for gambling and neither is it encouraged. Winnings made in game cannot be "cashed-out" for real funds.
Morality, not legality.
