Description: Add a scooter as buyable vehicle

Wasn't there already a lot of suggestions about adding motorcycles? I'm pretty sure it was said that those things wont work correctly. But i dont have an idea, as i'm not a contributor or developer. But I'd also love to drive this on FL.

Before we had the issue of physics not working properly on motorcycles and such, so they were denied for that.
