Try uninstall everything, clear game cache, then install the FLRP mods again, should work.

Follow the steps, it's clear enough. If it doesn't work then come back.

We have followed the steps closely, and it hasn't worked.

He is now re-installing his Garry's Mod to see if that fixes the issue.

Solved.

Trixe re-installed Garry's Mod and thus fixed the issue.
