The accused user has been found guilty of breaking rule 16.8. Even though it was not directly in the city, there was a very high chance of a vehicle passing through through the main out of city intersection, thus making it public. In the future, he should make sure he mugs in areas where there is a low chance to be seen, such as alleyways.
