I have resetted my computer and downloaded Garry's Mod again but now

Did you disable them in garry's mod? Or did you forget to dowload them? You can re-activate your addons in gmod itself under the addons tab

No, that isnt the problem.
I click to plus button and wait for downloading of addons. When it seems like downloaded I restart GMOD and *nothing in the addons folder* So thats the problem

make sure any anti-virus software is disabled as some time they get touchy and block downloads
