There isn't enough evidence showing that the SRU was indeed patrolling the entire time, just cause you have a single screenshot doesn't mean he has been patrolling around for a while. Standing on a persons head could be seen as FailRP but there isn't alot to do against it currently as people mostly get a verbal warning to stop such behavior.
