Have you tried to hold c and go to the top left and click npc and enable thinking and all that stuff?

Since most server use ULX, you can try what bradlee said or what ever mod that gives you admin powers and all them commands (Possibly ULX) There could be a setting about npcs, and enable thinking

We tested everything and it all worked fine, we got on and the FL gamemode completely broke it.
