Raiding president question

Okay so, I guess I'm not the only curious person. Why was raiding president for cars rule removed?
It was part of raid rules all the times, since beginning. Why it's gone now?

14.2c You cannot raid the President because you do not like certain laws, unless they drastically impact your character. For example: Cars being banned from the city is not a valid reason.
I join to question with some example: What if my criminal activity focus on transporting contraband all over the map? Sadly this is a problem that has been around since these rules have been here. Honestly when I see cars being banned it should be a valid reason to raid due to the fact that it drastically impacts everyone character.
