Same problem, well it loaded before now it doesn't even load i just get stuck its been for like 2 days like that.
EDIT: Did a restart to a computer it didn't fix the file download but i got in to the server without the time out.

I'm subscribed to all the content, always crashes on that format.png file and then about 5-10 minutes later just jumps to 'Sending Client Info' and still takes the piss.

If you know you already have all of the content, go to settings, multiplayer, disable downloads.
This should fix this. If you don't have the content, grab it from workshop before you enable the setting.
If you do try and join a different GMod server you'll have to enable this first but this should fix it when joining FL.

Fixed, they should download just once (for the last time) now and not every time from the server.
It will be live once the server crashes.
