Title of Bug: Car unlock after crash
Description: After somebody dies in their car in a car crash and their vehicle explodes, police can unlock the car and lock it without a warrant. Once this is done, the car will still be able to be unlocked until the car is removed or the player logs off.

it should give access based on 0hp on the vehicle (so they can move off road etc), but not after repaired
