Title of Bug:Engine off bug

Description: Pretty much if you type /engine off when the car HP is at 0 then it says that Engine cant start up due to damage. Buy a toolbox! but you are trying to turn the engine off.

Good notice, but to be honest, i dont even think this bug is worth a thought.

Who turns the engine off, when the car is broken? - The engine turns itself off.

Well I was trying to turn off the engine as I was impounding it. Since I didn't get to turn it off the suspect got away so it really sucks...
