I realize this is already in the rules under Street Crime, but I still see people getting banned for random vehicular theft, and random mugging even when they're outside of town or in the slums.
So, when is it okay to steal a car for a chop shop RP and sell it back? Also, when's it okay to mug people outside the city or in the city slums?

Car Theft:
People may steal cars if they have a valid RP reason or own a chop shop.
Mugging:
You may mug a user if you have a RP reason such as being a Rebel in slums. You cannot mug as a rich person or in front of nexus etc. Make it realistic.

As long as you RP it correctly around the right areas, you shouldn't run into any problems. The people being banned are mostly either doing it under the wrong job, or have no RP reasoning to do so(just randomly pick locking cars, driving off, and dumping them somewhere as a chef for example)
