I wondered wether you tried the common fixes/commands everybody uses whenever a problem occurs like:

-dxlevel 80 +mat_antialias 0 window

If you put the above code into your Launch Options ( Steam -> Library -> Garry's Mod -> Right Click on Garry's Mod -> Properties -> Set Launch Options )
you might improve the overall performance of your game.

Still black screen It faks my resolution up as well.

hmm...
This is rather interesting to say the least.
Tried reinstalling gmod ? ( I know it is the worst solution ever proposed but I am not able to provide any better
suggestions rigth now. I am curious why you get a blackscreen)

I assume your game works well if you remove your launch option?
I tell you something to speed up the process abit, I will be available on Teamspeak tomorrow and on skype.

Do you have a legit CSS or just the content pack installed? Maybe re-installing CSS helps due to the weapon lag.
