Depends how you use it. Forums could be considered OOC, but are still considered IC on certain parts (as in, official clan forums can be considered IC, as written in the rules).

Plus, it's easier to go through Skype for confidential materials than just PM'ing it ...

I don't even see why you ask that, in fact ... What's the REAL question behind it ?

Using skype while in game to communicate is classed as metagaming and is forbidden. If you're to talk about other things then yes it's OOC as long as you weren't to act on anything. Then why do we have a TS channel? I't not illegal to use TS, Skype or any other form of non-ingame chat to communicate with each other ingame. As long as you don't use it for Metagaming it's ok.
