I'd say A and B, busses have bigger fuel tanks in real life aswel, so it would be convenient and realistic.
I als support option B, so that the chaos shall decrease when busses try to refuel, making an impossible turn and end up blocking every other car. Sent via phone, so I'm sorry for any fails.
