So i have a question.
When cop makes a roadblock(in tunnel) he need to make it unfrozen (so cars can break throught it)? or he can leave it frozen?

It depends. It either has to be unfrozen, or if it is frozen it needs to be made of props so it can be broken. I.e wood.

Unfrozen, If they barge through it, You pursuit in your patrol car and arrest them.

Well today some guy (not sure what was his name) made a roadblock(frozen with Phx props not wood) and made it completly frozen, and said it was approved by admin.

Hmm. I've heard that frozen props can be used, as long as there's space to break through somewhere with a car. Like, if I make a control post that is frozen, but there's space to go around it with a car. I believe that's allowed, but then again, I could be wrong.
