Police and SS demotion

I am getting really sick of presidents (80-85%) not demoting SS or officers who are not doing anything, while being HSS or Commander
Most of presidents are just ignoring and some of them even asking for EVIDENCE *facepalm*

IRL head of police department wouldn't ask permission to demote officer from president himself

I think this should be implemented, but the Head of SS should have this ability as well, to use over the SS.

I support 100% but police commander i think would need more hours. also a judge job that requires 15ish hours and maybe points/donator would be cool to approve warrents.
