Okay what definitly is working for me is:
1. Go to your garrysmod folder and delete the "cache" folder completely.
2. Mount Garry's Mod.
3. Start rp_evocity_v2d in SINGLEPLAYER, wait a few secs then disconnect.
4. Connect to the Fearless server.
Works for me always.

Maybe its due to a problem of the pc itself? Im using Windows XP and i never had any problems with joining, while some friends of mine with 7 do.
You mark that frame an 8, and you're entering a world of pain.

Do exactly what Soul said. Go into singleplayer and join EvoCity, than join FL:RP. It always works.
