So if I build in a building that is located in the red area, will that still be allowed on the night?

If a building has an entrance in the marked off area it's no problem. However any buildings completely outside the zone won't be accessible. Systems with low or shallow player-to-player interaction erode the social dynamics that keeps FL interesting.
