As for an update, though, I tested this and couldn't replicate it on beta, however, I am aware that it is an issue. If anyone knows exactly what conditions must be met, that'd be great. I've looked at the code, and what should happen, and does happen in the majority of instances, is that you should get out at the same point you got in.

I know for a fact that the police dodge charger will always exit to the roof. I'm not sure about other vehicles though.

Happened in my Rolls Royce Ghost too, it's very frustrating when you arrive at a rich important place in your fancy car and suddenly you are standing on the roof of your car and have to awkwardly jump down and hope that nobody sees it haha
