After reviewing the case, we have concluded that removing the law was not the correct move in that situation. We believe that JoshZ had a justifiable reason to have banned casinos and the law removal was therefore misjudged. However, from Forgee's perspective, we can also see how it could appear to have been a purposeful move to directly force his casino to close (powergaming). He had also made a few unsuccessful attempts to request a casino license before it got to that point.

Our concludion is that we will not be punishing Forgee, but advising him on how to handle a situation like that differently in the future.
