Hi Robb,
The villas area isn't really considered a "Public area", hence why people can freely build there without admin permission. Public areas are places that large number of people use regularly for their "Day to day" lives. An example of a public area would be:

- Any road inside the city.
- The city tunnel
- The Fishing spot at the lake
- Outer BP
- The road at connectivity, as everyone drives through here to enter/exit the city.
Live a good life. If there's a god and he's just, he will not care of how devout you are, he will accept you for the virtues you have based your life upon. If there's no god, then you will have gone, but you will have lived a noble life which will stay in the memories of those that you love.
