Public areas are places that large number of people use regularly for their "Day to day" lives. An example of a public area would be: Any road inside the city. The city tunnel The Fishing spot at the lake Outer BP The road at connectivity, as everyone drives through here to enter/exit the city. Do you believe that their reason was not valid for hostaging or was it a valid reason but you just believed that it counted as a "Public" area? I just thought it would be classed as public, as everyone who drives by, can see that they are hostaging us (like the police car which drove by).
