I think the purpose of it being low was to stop it from being a viable source of income. Mugging could be frustrating for players, especially with no/few officers on, and could end up in constant gunfights. In an ideal world, it'd be more of an opportunistic thing rather than someome driving around the map with an M14, but that's probably not going to happen.
It could be worth trying this on Events, but maybe only raising the limit when there are police officers or similar. We'd also probably need to be a bit stricter with crime in public for it to work well.
I also don't really know how suggestions are meant to work for Events, I'll try get that sorted soon.
