This looks like a simple case of mingery to me from ZickPhin, this is far from the first time such actions have occurred and he does not seem to have learned in any of these incidents. Therefore a 6 hour PTE blacklist shall be issued since he cannot control himself with those tools at his disposal.
As for the shooting that can be seen in the video, I would like to remind the two shooters that violence is always the last option and FearRP should of been applied if it had not already been tried.
