I feel obligated to post my POV of this situation as I was the president at the time. I originally hid in jails and set tax to 40% which was when Jack and others raided the Nexus and jails and didn't find me hiding. I then left Nexus with my security and was escorted out of the city and didn't enter again. No one saw where I was or went.
Jack must have returned to Nexus with his raiding party after I had secretly left to find me as he obviously didn't search properly as he didn't find me. As the tax was set to 40% and no one knew where I was, it makes sense for Jack to return to the Nexus to find me and continue the on-going raid.
