You can, it is a realistic goal with tons of potential. It doesn't need to be expensive! I.e you can get cars for 300$ and less that are perfectly fine but does not fit the standard of public roads due to rust or a bent frame.
I'd actually love to do it, not old enough to drive yet, gotta get there first!
Here in Norway you can start rally(cross) when you are 16. I don't know about the UK however. The hardest part is getting the money of course. What I love with rally is that it is not some glorified racing sport, a lot of people who start a rally don't even make it through the whole route.
Systems with low or shallow player-to-player interaction erode the social dynamics that keeps FL interesting.
