A few updates!

Great how many updates there has been recently but like the person said before can it not be abused? Like it just seems the government will always have a 40% tax because by the server rules they can not do anything about it especially if they are being president to make money, the police going on strike would not really concern them. Also this seems to encourage the private army scenario that happens a lot were the president has a full swat and police force then gives a bunch of people government passes gives them s security role then now has more than half the server as his private army while tax is at 40%, but know he even can give them a tax incentive

This scenario can and HAS worked both ways.  Private militaries used to be made all the time that would do their own thing and often oppose the President.

Certain gangs can span half the server too, with General Rickets, Grape and others ruining the competition.  So yes, while there is potential for the President to have an army backing his messed up ways, he could also get the attention of gangs that are looking for some free frags.
