People should really be taking the appropriate steps before raiding for 40% tax. Attempting to take a passive route first should always apply, I always feel instantly raiding is overly aggressive and there should be steps before hand.
Example:
You request the President lower it and your request goes ignored or gets denied, then you raid, not just raid instantly.
I don't support this though, only because of the fact it could be ruined by the VP, plus sometimes I change tax based on City behaviour so having to wait 5 - 10 minutes every time is too long for me.
