its not my problem that the police took 20 mins or so to respond
and after that while negotiating with the police officer and after telling him to command the police force not to come up they came up and broke the rp

You say "broke" the RP.
Dont start all the FearRP crap with the hostages and yourself, as when the police rushed you, you were not even in the same damn room as the hostages so our lives at that moment were no in danger.

Accept the fact you've done wrong and accept the punishment.
