When people send @ calls for RDA, I will often take a look in person and then check logs for any potential reasons for arrest. If I don't find any, then I normally investigate a bit further if I have the time as 99% of RDA calls aren't in-fact RDA's but just people scraping the bottom of the barrel for a reason to not be arrested. Because of all that, you can easily understand why most RDA calls never get an answer, because a large majority are either bogus or there just isn't enough evidence to suggest it was random. It's difficult to gather evidence for these sorts of things, because a lot of people communicate via microphone too, and there aren't any logs for that.
