I assume that you mean it only works using the following
"/undercover accept/deny <ID>
rather than;
"/undercover Accept/Deny <ID>"
In the example that Arch B. had given in the post, these commands are shown in all lower caps as you mention. From this, I wouldn't say this is a bug, however if you feel that "/undercover Accept/Deny" would be better suited, I am sure something can be figured out
