It's hard to see considering your friend was behind the tree from your point of view. If it is true what you said however, and your friend looked away from the "hostage" then he has all the rights to start running as he is not under fearRP for that split second. He made use of the split-second opportunity and called for backup.
If there is no additional evidence posted within 24 hours I will have to deny this PR.
My friend wasn't recording sadly, but I am quite sure that he wouldn't turn away whilst I was doing the thingy
Edit: I asked him and he said that at no point he looked away, but I don't have video proof of this :/
