Maybe you had a warrant on you? That's the only thing I can think of which doesn't get reset when you're respawned. Which would explain why it wouldn't be the fact that you were handcuffed or tied up.
Or maybe you were in the process of doing one of the custom acts and were still technically in the state of that act even if it didn't look like it. With some acts, you need to press Stop Custom Act afterwards.
