In the video I cannot hear you talk at all, and when you press your bind to tell him to get out, he is already speeding, so he would be able to get away. I do not see any rulebreakage here, seeing how we cannot judge if you said get out or not, and the fact that he was already facing away from you while driving, after you said get out with your gun on him.
Situations like these are sometimes unclear, thanks for posting a PR anyways though.
