Yes, contraband is sometimes overdone. But it does have a place, Soul is making changes to it now making it more difficult to just contrawhore. Hopefully in the future we'll get even more changes, such as needed supplies to keep them running, and making them larger. But there is such a thing as overcontrafarming, which is where the DEA come in. Sometimes it's needed, sometimes it isn't. Maybe it would be better if they didn't constantly harang the newbies who are just looking to gain a bit more money, but if there is just a base of 10 or so people solidly contrawhoring who already have enough money, sure, it's good they respond.
