Like khajo said, you have to put that on the startup line for the game.
1) Basically open steam.
2) Left click garry's mod.
3) Click properties and set launch options.
4) Paste it there.
If that doesn't work you should follow the above steps up to 3 but don't click launch option this time click local files and click verify integrity of game cache.
