Here's what I want you to try.
Remove all current folder you have in your addon folder based on FL
Then reboot garry's mod and close again (Just to be sure that it's gone, check it)
Goto the download section on the FL forums, make sure to get BOTH CONTENT for the maps and server.
The current folder you have could be corrupt, causing errors and not loading, FL servers run on both EvoCity and do need the map content, so don't pass that up. Make sure you're putting the folder in YOUR addon folder, extract it to your desktop and drag and drop it in, reboot gmod and you should be could to go.
If all else fails, goto " http://adf.ly/1QDqUA" and get the CSS content, make sure to click "Skip add" on the top and leave a comment if you never more help
