Not to mention in your video when you are aiming your gun around you can see the name of the person pop up therefore indicating that you can shoot and kill them as you have moved your cross-hair into his player hit box.

Do you see a body part in that screenshot?

You do not have to see a body part to be able to hit the person. You are still able to shoot the player hit box that will deal damage to the player.
