I can confirm this, I'm the "friend" he mentioned. After Finn got demoted, the Vice President headed down to the Prison, and released multiple Persons, including the one we arrested for Assault.
I demanded an explanation from the Vice President, and all I got was "They are with me". Sadly, I don't have any real evidence for this, but I just thought it might help to prove a point.
