I don't see why there is a discussion or a question mark as to if the case should be opened. Of course it should be opened, but that doesn't mean anyone is guilty, it just means it should be looked over and dealt with like any abuse case.

There is no harm in following procedure.
Systems with low or shallow player-to-player interaction erode the social dynamics that keeps FL interesting.
