Better Communication of Changed Rules

Yesterday Sourlemon and target loss prevention agent were banned for  rule 12.7. This is not a discussion about that incident necessarily, however that incident is a key point in what I am about to talk about.

Here's a thread about multiple rule changes - posted August 26th 2015 and then archived at an unknown date.

I saw the first thread but I never saw the second one (I have no idea when it was archived). What sense does it make to keep a thread about 1 rule change up for 2 months and then keep a thread with more than 10 changes up for less than a month? (It wasn't taken down but it was put in the archive - not the first place people check for important changes to the community). The thread doesn't even list all the rule changes. I'm not asking for a copy of all the rules that were changed in the thread, maybe a quick summary (like the one provided) and then a full list of rule numbers that were added/changed/removed. Yes, people can read the rules, but we're human and chances are people are going to miss some rules
(especially if it was a removal).

Personally, I think any time a rule is removed it should be listed as an important change especially if the rule let's people do something. This is why Sour and target are relevant: they both have well over 1,000 hours. They were banned for killing/injuring SRU. The rule they were in violation of was 12.7:

This rule was recently changed. How recently? I have no idea. I didn't personally even know the rule was changed until they were banned. This is what the government rules used to be (potentially not all of them 12.8 and 12.8a were for sure a thing on the server however):

Only one change to this set was in the thread, the one about shooting vehicles. Under this set of rules their actions would have been fine, as 12.8 had an exception for defending yourself or others.
Again, I wasn't there or otherwise involved, but based on what I've been told and read about the situation I would have shot the SRU too (and probably been banned for a rule removal I didn't know about).

I also think that rule changes should show in-game somehow so that people who do not check the forums often have notification.


What are your thoughts?
