Please note, this is an opinion of what I know of the rules and the evidence given in the report.
In my own personal opinion, and yes it is a grey area regarding rules, I believe that Hitman did in fact break FearRP.
I do see where you're coming from with the "Why should I stand still if their shooting me" and I totally agree with that, however if it is a non-lethal, such a baton, fists, bat ect then I think FearRP should still apply.
Ok little scenario here, you've been jumped by a group of people, after a heated discussion they are fed up with you and start to fire with the intent to kill you. Even if not stated in the rules, you'd run for your life like anyone would in real life. Why should you stand there and allow them to shoot you, however the reason this is a grey area is that sometimes in a situation it would be unrealistic to run, such as you're tied and awaiting execution and they happen to 'miss' their first shot.
I agree the rules need to be more clear and yes we are currently working on unwritten rules.
However if he was in the situation to run, in my opinion FearRP should be reset once tranqed. As you've just woken up with guns in your face and your still feeling the side effects of the tranquilizer.
Conclusion

- Official Conclusion: Regarding rule 2.1c he broke FearRP
- Unofficial Conclusion: From what I deem acceptable (Of running when getting shot at, but I think the tranq should reset it) I would say he broke it.
