I have to ask death. but do you have any proof of any actual rule violations here?
As im not seeing any, and unless you can provide proof of any of your claims, we cannot act.
You have not proved he NLR'd, you have not shown you did not shoot at him as he claims and he has not shown he did not shoot you first, thus neitherside has anything on that, and him IC lieing to you is perfectly acceptable.
